The solidarity fund was established by the federal government and the regions to prevent very small businesses (TPE), micro-entrepreneurs, self-employed individuals, and independent professionals from ceasing operations.

To qualify, companies must meet the following requirements:
Workforce of 10 or fewer employees
Revenue for the most recent fiscal year < up to 1 M€
Taxable income < up to 60 K€

AND

Be subject to a ban on serving the public pursuant to Article 8 of the decree of March 23, 2020, even if the business continues to operate through takeout, delivery, order pickups, “room service,”
, or
Have experienced a loss of revenue of at least 50% in March 2020 compared to March 2019, and in April 2020 compared to April 2019 or, if the business chooses, compared to its average monthly revenue for 2019, in order to qualify for assistance for the month of April

There are two types of financial aid available:
– Aid equal to the reported loss of revenue in March and April 2020, up to a limit of €1,500
– Additional aid ranging from €2,000 to €5,000 for businesses that receive the first round of aid and have at least one employee, provided that:
their available assets are insufficient to cover their debts due within thirty days and the amount of their fixed expenses, including commercial or business rent, due for the months of March and April 2020;
they have been denied a working capital loan of a reasonable amount by their bank.

This assistance is available to any individual or private-law legal entity engaged in an economic activity, regardless of their legal status (company, sole proprietorship, association, etc.) or their tax and social security classification (including micro-entrepreneurs).
Individuals or companies with a SIREN number who operate as furnished rental providers, whether on a professional or non-professional basis, directly or through platforms such as Airbnb, should be eligible for this aid, particularly for the month of April if April’s rent is lower than the average rent collected in 2019.
